Wile E. Coyote would win, because the Impala would stop before reaching the edge of the cliff.

The rocket would explode first. The Impala would take several more seconds, ideally just as Wile E. staggers past it.

Nah. The rocket fizzles and the Impala takes off into a dark tunnel. Wile E. stares at the dud rocket in disgust and waits for the Impala driver to return. Wile E. sees the returning headlights and waits, but gets run over by an ACME delivery truck instead. As he staggers around, the rocket explodes.
