Have scientists discoverd how to make liquid light? How can light be processed to form a liquid?

Ummm...liquid is one of the states of matter.

Light is energy.

The term "liquid" is irrelavant in terms of light.

I heard a vague report recently that light had somehow been made to display properties similar to those of a liquid, including surface tension, but this was just on a regular news programme.

Anyone ever been to "Phosphorescent Bay" in Puerto Rico. I know that's not what you're talking about in this case, but the water actually glows green when it's very dark outside. Stick your hand in, come out with a wet, glowing hand. VERY cool.

That's the effect of micro-organisms in the water, SexyWriter.

In other words, your hand was coated in green, glowing, slime.

Let us know how the leporsy & gangrene works out, hmmmm?

Liquid Light is the brand name of a photographic emulsion that can be brushed onto any material in order to use said material as receptor for a photographic print.

No, it's easy. All you have to do is grow a couple of Trees of Light, and just collect the dews from them. Be careful about spiders, though.
