Smart Bombs?

A two-part question about "smart bombs":

a) I heard it said during a recent press conference that we have bombs that can destroy a tank hiding under a bridge without destroying the bridge. How is this possible?

b) It was said we have e-bombs which can wipe out electronics. But, won't it wipe out our electronics as well as the enemy's? Or, is the assumption we'll drop such bombs and move out of harm's way in time? Yet, wouldn't our ground forces be close at hand to move in after such a bombing?

Well, I guess 'destroy' is rather subjective. I'd imagine the bomb could penetrate the bridge, and not detonate until it hit the tank. In that sense, the bridge wouldn't be "blown up" per se, though there'd be some big ass hole in it :/

I have heard that EMP shockwaves can be neutralized by things called Faraday Cages, which are apparently just copper cages that can protect electronics.

Yes, and EMP has a limited range. So if they actually do have "e-Bombs" we should be perfectly able to drop them on some guy 10 miles away and suffer the same relative effects as if we dropped regular munitions on some guy 10 miles away.

I presume I was watching the same press conference as Jinx, in which case the accompanying video showed the bomb approaching the bridge at a sharp downward angle, missing it and hitting the tank beneath. The bridge appeared to have taken a shock from the explosion below but was not penetrated itself. No technical information was supplied to explain how the tank had been identified or targetted.
