What does it mean if there are two yellow lines in the road, one solid, and one dotted?

Is this for real?

One solid and one dashed means that you may pass slow moving vehicles if the dashed line is on your side and you don't endanger oncoming traffic.

Probably because this is a basic driver's education question.

You should have been able to find the answer on your own state's DMV web site.
