Could anyone in the Old Republic, Empire, New Republic, or Federation comprehend the Monolith from 2001?
Could Spock mind-meld with it, like he did with Nomad and V'Ger?

I know nothing about those franchises (comparatively), however, that matters not as the monolith would kick anyone else's ass (which makes no sense, but I digress).

I'd say no. The Monolith is supposed to trigger the next great evolutionary leap in humankind, as big as the one that between homo erectus and homo sapiens. As technologically advanced as they are, the humans in SW and ST are still clearly human. Or roughly equivalent.
Q could do it, I'm sure. Or the Prophets. Or maybe even Wesley, after he got uplifted. Don't know of anyone in the SW universe who could pull it off. Maybe Yoda or Obi-Wan after they're dead.
