I have always wondered about that, and it has only sparked my curiosity more hearing cops, truckers, etc. say it? Can anyone shed light on my enigma? Thanks!

I believe it stands for "All Points Bulletin", telling officers to be on the alert for the bad guys.

To expand a bit on APB, it is a "bulletin" (alert) issued to all the "points" (areas, precincts, patrol zones) in the city/county/area/whatever; it can be placed on a specific car, individual or group, etc. Usually the APB includes some detail decribing the who/what/why etc.
