What bills (year, number), or amendments to what billls, are being discussed when people talk about Kerry's alleged flip-flop on the Iraq war? Thanks.

Bush also drew on his oft-repeated accusation that Kerry voted against an 87-billion-dollar emergency spending plan for US troops in Iraq and Afghanistan.

"The legislation provided funding for body armor and vital equipment, hazard pay, health benefits, ammunition, fuel and spare parts. It was important funding," he said. "My opponent chose to vote 'no' on that vital legislation."

Kerry voted in favor of a Democratic version of the legislation, and Bush threatened to veto the legislation unless lawmakers removed a provision that would have required Iraq to pay back some reconstruction aid. here (http://www.turkishpress.com/turkishpress/news.asp?ID=26005)

Click on "bill summary and status." Search for "S 1689." This is the bill that appropriated $87 billion that Kerry voted against. The "version" of the bill that Kerry voted for was the Biden amendment, SA1796. It was not a substitute version of the bill, it just would have raised taxes on wealth individuals by $87 billion.

Also, at the top of the search page, click "107." Search for "S J Res 45" and "H J Res 114." These are the resolutions that authorized the Iraq war.

You can also search for S 762 in the 108th Congress. This bill provided about $73 billion for major combat operations in Iraq in April 2003. Kerry voted for it, as did all other Senators.

Every Republican senator flip-flopped on the Biden amendment. They all voted NO on Biden (don't pay cash for the war) and voted YES on S.1689 (spend money we don't have.) Durned flippy-floppy Republicans. :dubious:
