every time i click on an external link from anywhere, it looks like this

is this spyware?

That looks like an anonymous proxy server.

According to this (http://www.phpbbhacks.com/download/763), it's a redirector, used by the website providing the link to prevent the linked site from being able to figure out where the link came from. It's certainly not spyware.
