Sure, they can do it, but it'll take a concerted effort. Making sure the military is happy would be a good first idea. I think the most effective change they could make would be to drop the limits on wages that keep most Mexicans poor. When GM built its last plant in Mexico, the Mexican government made them lower the wages they wanted to pay to the workers. True! The (former) ruling party has laws in place to keep themselves rich at everyone else's expense.
