We all know the Flash can run real fast. But how exactly does his super-speed kick in? The thing I was wondering was if he can run at 3000 mph, can he walk at 300 mph? Or does he have to be going at top speed to initiate his hyperspeed?

I'd say Flash can move in any way he wants...running, walking, waving his arms...at super-speed. In fact, he can even think at super-speed. He just has to be trying to do things quickly, and that desire mentally links him to the Speed Force.

He can think and move at hyperspeed even when he is sitting down. E.g., reaching out and pulling a bullet out of the air. His powers prevent him from leaving the planet when he runs faster than escape velocity. The same "force" should allow him to walk (keeping at least one foot in contact with the ground) at superspeed.
