How to write a (medical) needs analysis?

A friend of mine who is a doctor is seeking to make a proposal to a group of investors to start a clinic. My friend asked if I had any experience with constructing a "Needs Analysis" to make the argument for the clinic and I don't. Could any SD'er suggest a net (or other) based resource that tells how to construct a needs analysis (a medical orientation would be great if available!).
