I didn't get the third panel in this geek trivia contest. Help!

I was reading Casey and Andy (http://www.galactanet.com/comic/1.htm), when I came upon this (http://www.galactanet.com/comic/32.htm). I get all the jokes, (Penny Arcade, S.T., Dr. Who, and Pratchett.) save for the third panel. Who are Bothans, and why do they want to see the secret plans?

You know, as long as I have a thread open, how about I ask people for lines of injokes from geekdom. The whole joke, or just the end line. I wonder how many I can get.
