It was a compilation album I bought probably around 1980 or so. I went to college in '82 and I know it was before that, back in high school. 1980 or possibly '78 or '79.
It was a compilation of alternative punk/new wave stuff. This particular song was IMO ahead of its time and more hard core techno than the emerging new wave pop "turning Japanese" drivel emerging on the radio waves at the time.
Either the name of the song was "Shock" or the name of the band was "Shock." The band members were dressed as scary overly makeup'd clowns. They were one of those bands who got together, made one hit song and promptly broke up I imagine. Actually, the song was never a hit per se, but I really liked it.
