Bizarre News Clip on BBC News - Black Guy in armchair Chirping like a Bird?

This was shown over the end credits of BBC Newsnight tonight; a video of a black guy sitting in a chair was played really fast and it sounded like he was making bird noises (because of the fast playback).

I didn't see the intro so it looked bizarre - what's the significance of this clip?

I realise most people here won't even know Newsnight, but if it was considered important enough to show here it may have been shown on other news shows as well. It couldn't have been played fast by mistake because they let it run for ages.

It was a clip from an art installation at the Baltic Gallery in Gateshead. Something to do with the dawn chorus.
