According to the Strieber site, this paper: http://www.ott.doe.gov/pdfs/MEGpaper.pdf

details a perpetual motion machine. Or a free energy machine, or whatever.

SD physicists, take your shot. I don't understand it well enough to debunk it.

Surely it must not be what it seems, unless this spells the final death of the DOE after 8 years of liberal control...

Aside from the talk of magnetic monopoles, is that it seems the core of their device is duct tape (page 5).

This seems to be an elaborate joke. Slow day at the lab?

We stress that present electrical power systems deliberately use their collected energy
only once, and do not take advantage of energy regauging by free replenishment from the
potential environment.
