Hello Again

I have basic sewing skills, enough to put together a basic skirt or any pattern clearly marked "*Easy!"
Last year I made a cute cotton skirt from a Simplicity Pattern (the shorter skirt of #4137, for those who care). I liked it so much I bought a more fancy fabric -- two kinds actually -- with the aspiration of making another in the same style.
Unfortunately, I am too busy/lazy* to get around to it. But I want my skirt damnit. Its not a fine tailoring job, just a super-basic pattern (I mean, I managed it!). For a skilled sewer, its a 1-2 hour job. For a bumbling idiot (ie, me) its an afternoon's work. Plus I already have the fabric. How do I find someone to do this for me at a reasonable price? I'd probably pay $30, maybe $40.
Note: My local dry cleaner charged me $23 for a hem I'd already pinned**. I imagine she's right out.
*I have the usual array of completely weak excuses: law school reading, no sewing table or any table I can walk completely around, lost my dressmaker's chalk, bobbin wound with the wrong color, got some weird goo on my iron, blah blah blah I'm pathetic.
**Yes, I'm too lazy to even hem a pair of cotton slacks from Target. THAT lazy.
