Area code 700

The question about 555 numbers reminded me of a question I've wondered about sometime. I don't know whether this works all over Canada and the US, but if I dial 1-700-555-4141 I get a recorded message telling me who my long-distance carrier is. A few times when I've changed carriers the information I've been given says to call that to confirm that my carrier has been changed.

Looking in List of NANP area codes (http://en.wikipedia.org/wiki/List_of_NANP_area_codes#700) I see that area code 700 is for "Long distance carrier use for presubscribing phone numbers". First, what does that mean? Second, any other "interesting" area code 700 numbers?
