"Scrub Woman!!"

I'm looking for an old movie that was once featured on Reel Wild Cinema (http://www.imdb.com/title/tt0244924/). It was a black and white horror movie. It may have involved a woman working in a circus with little people. Or that could have been something else. Anyway, her greatest horror was the possiblity that she might one day become a scrub woman, as if being one meant you were the lowest possible form of life, below hustlers and whores. At one point she grasps her head and falls to her knees while loudly thinking "Scrub Woman!!!"

Any ideas as to what this movie might have been?
