The novel concerns adventures of a mutant genius in a barbaric future where spaceships are used without being understood.
Hm. Minus the mutant genius, that's also the premise of the Rebel of Rhada series by Alfred Coppel (http://en.wikipedia.org/wiki/Robert_Cham_Gilman) (writing as Robert Cham Gilman). A galactic empire with medieval science and technology! Horses in the starship hold! Now that's space opera! :)

The first season of The Sopranos seemed to be pretty much a remake/edit of the BBC I, Claudius series.
