It looks like an Enigma cipher. For those of you who have shockwave, check out this link http://www.pbs.org/wgbh/nova/decoding/virtwave.html

I'd try some keys and see if any of them translate this message. I cant get shockwave to work right on this computer.

It is an Enigma cipher. But no one will solve it with PBS's machine. My Enigma simulator has different rotor wiring.

HINT:
It's a free download and the model number is 2114
