How to fix loose railings?

The house I'm living at has cement or concrete stairs out front with metal railings. The railings are loose where they go into the stairs and the bolts holding them to the house also look loose.

How can someone who is not very handy repair this themselves?

Can you post photos?

Otherwise you'll likely need to use epoxy to cement the railings in place or remove them entirely and clean out the anchor holes and use some larger diameter anchors, or longer ones. Hard to say without seeing the problems.
