Mengele and the city of blond twins...

I saw on some website or other, and my google powers are deserting me, that a city was discovered somewhere in South America with an unusual amount of blonde twins. Supposedly this was caused by Joseph Mengele doing his boys-from-brazil experiments over the last 40 years or so - is there any truth to this story? It rings my bull-bells but I can't really put the finger in why.
