This came into Cecil's Mail:

Dear Cecil,

I live near the intersection of Clark and Foster and have noticed that
this is one of the places that the CTA uses for shift changes. I have
been curious to why this intersection is used instead of the garage.
Also, compared to other intersections (like Clark & Belmont) it seems to
be rather inconvenient (one must take the infrequently running Foster
bus to connect to the Red Line). Is this a unique feature of the 22
Route or does this happen on other routes.

Probably because the North Park garage is at Foster and Kedzie. That's where the drivers start and end their shifts.

Back when I lived in Hyde Park and took the #55 (Garfield) over to Midway every now and then, I would occasionally see a shift change at Garfield and Ashland (I think it was). Looking at the map, I see that there's a CTA garage not too far from there, near 74th & Ashland, so that would fit with Mr Downtown's theory.
