I have a small Craftsman compressor (12 volt/ 250 psi. Sears model number 2875114) that I bought about three years ago. Power is supplied bu plugging into the cigarette lighter receptacle.
Well, the part that plugs into the light has broken. Can I safely cut that end off and splice on a new plug?

Yes, but be sure to get the polarity correct.

it is good if you can get one with a fuse inside if the original had that, even if it didn't. the device should indicate the current used and so get a fuse and plug that is for that value.
