I know how to schedule one to go at a later date, but I'd like the same e-mail to go out every two weeks, to the same people, without prompting. How do I do that?

Could you use a recurring task in Outlook?
Yeah I think set up a recuring task or apointment and then use the email reminder feature and you should be good to go.
