While changing out several flourescent lights today in my office, I wondered who the complete moron was who invented this type of bulb. Trying to line the two pins on either side AND twist them into place is one the most aggravating things you could ever do. Some of the larger bulbs have a simple spring-loaded socket that is much easier to install.
Now I'm off to dig up Alexander Graham Bell, bring him back to life, make him answer my phones all day and then kill him.

Yeah, the weird thing is that the blub works fine even if only 1 posts one each end is attached.

There are spring loaded sockets available for the bi-pin type blubs too, they're just a lot more expensive than the type you describe. They are a lot easier to use, and safer too.
Blame it on the architects.

Well, the starter or push-button ballast types need a heated filament at one end, which requires both terminals at the filament end to make contact.
