One of the things that has always appealed to me about the Dope is how international it is. I think it's cool to interact with people from all over the world. And that got me to wondering:
1. What was the last foreign country you visited?
2. What's the next one you plan to visit?
3. What's the one you want to get to before you cash in?
For purposes of this OP, "foreign"= any country other than where you are currently domiciled and "visit" = that was your primary destination, not some place you passed through on the way back home.
It doesn't matter how long ago you traveled, or how far in the future your next trip will be. Also, if you want to mention where your home base is, it will add context.
For me (US national living in Hungary) the answers are:
1. Austria
2. UK
3. Easter Island

American. The only foreign country I've ever visited is Canada (most recently in December) and it's the only one I'm likely to visit in the foreseeable future.
1. The Philippines.
2. I have no money, so no current plans. :(

3. Can I count the whole Silk Road? If not, then Uzbekistan. Sadly, I don't think it's happening anytime soon; given how long it takes to get there, I think I'd want to spend at least 3 weeks, which is more vaaction time than I get in a year, and I doubt my employer would let me take that much at once, even unpaid.

1. China (have been in the area since September). Taiwan, Mainland China (Guangdong/Guangxi/Guizhou/Chongqing/Sichuan/Yunnan), Hong Kong and Macau. Currently in Shenzhen.
2. Not sure. Ideally the answer to #3, but I may go back to the US and get a job.
3. Southeast Asia (Singapore, Malaysia, Thailand, Laos, Cambodia and Vietnam)

3. Our immediate quandary at the moment is that we want to spend August driving an RV in the US, but we can't afford $5000 to hire one for a month. On one hand, we may never get more than a month to do something like this there. On the other, is it really worth that much money for the tiny bit of the USA we could realistically see in a month?
In the long term, I want to go everywhere. There isn't one place I could pick out as my dream destination.

1. What was the last foreign country you visited?
The US; I visited San Francisco (where I met a bunch of awesome dopers!) and Los Angeles over Solstice and Christmas (my grandma in LA turned 90 on Christmas Day!). Prior to that, I travelled around Europe in 2009, where I went to the Netherlands, Germany, Czech Rep, Austria, Italy, France, and Denmark.
2. What's the next one you plan to visit?
No idea, but I'd like to go to some events in the US next year if I can.
3. What's the one you want to get to before you cash in?
I'm not really there yet. I'd like to learn more. I liked Sweden even though I only got to stay in Stockholm overnight, so I'd like to stay there for a little while next time I'm in Europe. I have Korean ancestry, so that's a possibility, but I know very little about the country and don't remotely speak the language.

2. England or Germany this summer - we'll be going to both on the same trip, we just haven't decided in which country we are starting! The trip will likely include a few other countries, to be decided!
3. Hungary - which might be done in the above-mentioned trip; I've just wanted to go since I was a kid and had a friend from Budapest!

I'm an American, leaving in..America.
1) Canada..but that was for work, and I didn't see much other than the office. Last good trip out of the country was a dive trip to Bonaire.
2) Costa Rica, for a wedding. (not mine)
3) The Maldives are next on my dive trip wish list. I need to make it there while they still exist.

I'm based in the United States, although I'm originally from South Africa.
1. Jamaica is technically the last foreign country I visited, as part of a cruise that took us to Aruba, Colombia, Panama, Costa Rica and Jamaica.
2. I don't have specific plans. I'm long overdue a trip to family in the "old country", South Africa, but with a kid on the way that is a few years down the road. Based on my history I expect a short work or vacation trip that I haven't even thought about yet will happen before then.
3. I'd really like to visit New Zealand, based on the experiences of friends who had really nice things to say about it.

Not counting the trips back home to see family in New Zealand, the last real holiday I took was to Cambodia.
Depending on how things fare financially this year and if we can get a good deal, we have Thailand or Japan on the list.
And the must-see locations for me are Sri Lanka, India, Jordan and Russia.
(ETA home base is currently Melbourne).

Although an American, I live in Thailand, so I won't count that.
1. Laos.
2. Difficult to answer. We plan to stay close to home this year and have no firm plans, but a holiday weekend in Singapore is not out of the question, and the wife will probably present a paper at a conference in Japan. The next country we are sure of visiting is the US early next year, an extended stay in New York and Hawaii. That is not a foreign country to me but is to the wife.
3. Rwanda. I really want to see the mountain gorillas.

I did a whirlwind tour of Germany/Austria/Italy/Switzerland/Monoco/France/England and Scottland. Canada is nearby so I was there a bit more recently.
I'd go to almost anywhere in Central Europe
Before I cash in? Asolutely everywhere in Europe I've already been. It was incredible and over in the blink of an eye. Like Disneyland for an 8-year-old. Twice won't be enough. It would take 3 months.

Not counting the countries where I live (I am American based in Prague and sometimes Dubai)...

2. Algeria, Iran or Libya (depends a bit on the political situation)

2.) It'll probably end up being Canada. I want to do a Panama Canal cruise, but an Alaska cruise or trip to see friends in Vancouver or Victoria BC is probably the most likely at this point.

We were in Austria most recently, but this past year we've also been to Slovenia, Jordan and the U.S.
In February, I'll spend a weekend in London, but the next real trip will be to The Netherlands in April for the flower festivals. Then again to the U.S. in June.
Before I cash in, I'd like to see Peru in general, Machu Picchu in particular.

2. I was thinking about Argentina, but ... maybe Turkey.
3. So many places, so little time. I've highly romanticized the Silk Road. And I want to cruise the Black Sea. But reading this thread reminds me of everything I want to do someday.

Australian living in the U.S.
1. Canada -- I visited Windsor, Ontario for a couple of hours about 12 weeks ago, while spending a weekend at Detroit and Dearborn, Michigan. One thing that I like about living is being able to drive from home to an international border. You can't do that in Australia.
2. Australia probably, either to visit to see my new grandson and my father, or to move there permanently.
3. Japan.

1. Scot... no, wait, England, as I stopped in London on the way back. Well, both are UK :)
2. I'm thinking Portugal. Never been to Lisbon; I have a 3-day weekend coming up at the end of February... either that or for Easter... or maybe May 1st... I really should go research whether Easter is a good time to visit Lisbon or not.
3. Canada, and I want to go back to Italy (I've only been on the north). I'd like to have a long stay in Greece at some point, long enough to learn the language to the point of being able to have simple conversations without mangling the grammar six ways to hell (went to Athens and Crete for my "mid-major trip" in college).

Singapore for work, with a short layover in Narita in both directions.
2. What's the next one you plan to visit?
Probably Thailand, my mother-in-law has been pestering us to visit and claims she'll pay for the trip.
3. What's the one you want to get to before you cash in?
Maybe China or Indonesia. Japan would also be interesting. Would like to go to the World Cup in Brazil, but have no intention of visiting Qatar.
I'm American, Mrs Shibb has dual Thai/USA citizenship as does our daughter. We're hesitant to get our son Thai citizenship since they have mandatory national service for males.

2. What's the next one you plan to visit?
Don't have any plans yet, but then just after our Tanzania trip in April 2008 I didn't imagine the 2010 trip.
Actually, I want to take the family out west to Saskatchewan, while not foreign it'll end up costing as much as if it is.
3. What's the one you want to get to before you cash in?
China or Japan...or maybe the North Korea trip they did on the Vice Guide.

2. A toss up between back to Italy or somewhere more exotic – maybe Thailand – around April/May depending on how the finances stretch (not looking good as of this point)
3. Argentina/Brazil adventure. I want to stay on a ranch and drink Argentinian Malbec with a big steak on hand.

If you don't mind my asking - why Uzbekistan? I mean, yes, Samarkand was extremely cool - but modern-day Uzbekistan is a fairly unpleasant dictatorship. Sounds like a rather grim place to visit.

1. Technically, my most recent country visited is Japan, but that was merely ten hours spent in Tokyo on the way home from Cambodia, Laos, and Vietnam. To me, the real answer is Vietnam.
2. Possibly Italy. My husband has suddenly gotten really into the idea of Rome, but we tend to figure out when we'll be able to go away about a week before we can actually go, then throw a bunch of stuff at Kayak and see where we can get for reasonable money. It could also be China, India, or Greece, with Indonesia as a dark-horse candidate.
3. I want to go on safari. Kosher safaris cost about $10,000/per person for a week plus airfare, so this isn't happening any time soon.

1) Bahamas, about 10ish - 15ish years ago.
2) No plans. Going anywhere out of the US is prohibitively expensive.
3) The moon. Scotland if the moon doesn't count.
