Quebec & contests

A recent TV ad extolling the joys of three fast food joints and a sci-fi extravaganza offers a contest open to all 50 states, US territories and possessions, and Canadians, except residents of Quebec. Did they secede when no one was looking ? Is gambling illegal in Francophone Canada ? Or is it some arcane payback for French traffic signs ?

This question has been asked on another thread. By me. So I know.

I searched the other threads by "Quebec" and "contests" and "matt_mcl". Didn't find it, but I tried. Please enlighten.
