Probably a one-shot villain. Probably DC, golden or silver age. Green skin (Gray costume with rainbow-striped midriff.) Google fails me.

Color Kid I would have recognized. Raider came along too late but you may have given me a clue with that one.

Well, if you mean the one-shot Rainbow Raider from Superboy #84 (unrelated to the minor Flash villain of the same name who came 20 years later), his costume was red and white.

Nailed in 45 minutes. It was an earlier Rainbow Raider all right, but not the one from Superboy. He was from House of Mystery 167. Fought the "Dial 'H' for Hero" kid.

Here's the back story. Went to an art show today and one of the folks there was selling buttons. In addition to the others, he had some he'd made from old comic book pages. (I bought a Martian Manhunter.) But I saw that guy and couldn't ID him. The wikipedia page for Rainbow Raider did reference the HOM issue. I'm sure that's it because the same issue had the Manhunter panel the guy used to make the button in the other story.
