Pimms itself is low-alcohol, so people won't get smashed on just a couple of glasses. Some recipes add gin, which ups the alcohol level. If you add champagne it becomes a Pimms Royale.
If you're going to do it proper English style, it should have nearly as much fruit as liquor in the punchbowl.

Pimm's Cup is awesome on a hot summer day though. Probably the best single thing I learned about on my study-abroad.
