He clearly led with his shoulder. To be fair, the only reason it was targeting was, his knee was down when he was hit, making him a "defenseless player." However, that hit was not "incidental" - and defending it with, "Football's a rough game," only gives ammunition to the "Ban Football Immediately!" types.

Keep in mind that there was a rule change this year; the replay official no longer has the option to say, "Well, you can make a case one way or the other, so it's targeting"; unless the replay official can definitely say "targeting," he is supposed to rule, "Not targeting."
