It's referring to various studies that show you can take RNA from an animal that has learned a task, inject it into a different animal (same species) and successfully test for the trained task in the second animal.

There are other studies that don't specifically say anything about RNA, but have shown the ability for isolated individual purkinje cells to learn temporal sequences, which means our biology is using multiple methods for learning.
