HIV Reporting Soon to Be in all 50 states

This is a follow up to this column

I read in this news article they are now going to report HIV+ cases in all 50 states by the end of the year

All 50 States to require HIV positve results by name by the end of 2007

My question is two fold, one will they require the name on the at home tests that are by number?

Secondly how do they verify that you gave the right name. I mean I can pick up a prescription and I have never been once asked to prove who I am. I just ask for the name and pay. That is when I pay cash, at times when I had insurance of course they knew my name, and I'm assung HIV drugs are so expensive not many people could pay cash for them.

However my insurance company from before allowed me to pay cash upfront then submit my own claims.
