Wile E. Coyote (Su-u-u-u-u-per Genius: Yes! I think I like the way that sounds!) had a speaking role when he faced Bugs. As for Yosemite vs. Marvin:

Director Charles Jones noted that while Bugs' major enemy, Yosemite Sam was loud and violent, he was obviously no threat. So he decided to create the opposite type of character; one who was quiet and soft-spoken, but whose actions were incredibly destructive and legitimately dangerous. Wile E. also spoke in the 1960s cartoon where he is explaining why he wants to eat the roadrunner to a couplde of TV-watching kids, using the same "Super Genius" voice.



Sometimes you just gotta try out a voice for your mute character. The DePatie-Frelend Pink Panther was almost always mute, but they did have him speak in at least one cartoon that I have. It didn't add anything.
