Google Chrome Scroll Bars

I am not sure of the proper terminology but the arrows are the end of the vertical and horizontal scroll bar as disappeared from my screen in Google Chrome.

I cannot figure out how to reset in and I like the functionality of those arrows.

Can someone tell me how to get them back?

Sounds like either get a skin to change the appearance of the scroll bars or roll Chrome back a version. Or accept that the arrows are basically useless anyway, at least from a functionality perspective.
