Tabula Rasa?

Does anyone know what "Tabula Rasa" means? There was a "Buffy" titled this, and I thought it was a nonsense word. Then I saw a "Law & Order" with the same title-anyone? Maybe it's Latin or something.

Though the phrase is often associated with Locke, there was no reference to "tabula rasa" in Locke's original Essay Concerning Human Understanding. The first appearance of the Latin phrase in Locke's essay was in Pierre Coste's 1700 French translation.
