I read it in a Stephen King novel, but someone here once said they saw it somewhere. What does it mean?

Replace "Russian Jews" with "Green Stamps" or "box tops" ... it's a simple set-em-up-knock-'em-down joke along the lines of "Christmas comes but once a year ... aren't you glad you aren't Christmas?"
