No, he was a forceful administrator and excellent strategist who presided over one of the most sucessful prison reform programs in the country and then over the NYPD, during which violent crime continued to decline to rates almost unheard of. Then he used his contacts and expertise to make a shitload of money in the private sector. He has done some, errr, questionable things, especially financially, but fascism and idiocy are not among them.
