Are Telecommunications Being Jammed In The Gulf?

I am reading a media blog here in the Pacific Northwest and there are a series of posts responding to the Sept. 5th edition reporting there is/was deliberate jamming of telecommunications taking place. The blog entries report emergency channels, radio and television channels, Ham radio, even cell phones are being jammed.

Has anyone else heard of this?

I ran across some reports of jamming down there last week, and spent a fair bit of time digging for verification. Didn't find any. You'd expect that if there were any truth to it, the good folks at the American Radio Relay League would know about it. They don't. They do report on various communication problems in Louisiana, network saturation and such, as well as the impact of last week's solar X-ray flares, but say nothing of military jamming ships in the carribean.
