If I'm correct, the position of the 'o' in the word determines the place on the list. I'm not sure if I'm allowed to ignore the first 'o' in forty-one, hence my second guess.

If I'm correct, each line "describes" the previous one. The first line is a single 1, so the second line says "one 1". That is two ones, so the third line says "two 1s", which the fourth line describes as "one 2 and one 1", and so on.
