Fire safety rules?

I live in a two-flat and my downstairs neighbor has a yappy, ill-tempered little dog that has actually bit me. The lazy neighbor has decided that their landing can be gated and serve as a “yard” for yappy dog to piss on, rather than walk it. So they have strung one of those toddlers gates across the entrance to the stairs going up to my floor, as well as the stair going down to the ground. This means, to facilitate their laziness, I have to collapse two expanding gates.

This is obviously not a good idea for fire safety.

Where can I find the relevant laws to hand them to make them take this blockage of my fire exit down?

Call the local fire department and ask if they do courtesy inspections.
Once the inspector is there, point out the issue, and ask him.
I got a blocked fire door fixed by an asshole of a contractor that way.

A lot of times, those types of gates break and they never figure out what happened. Especially the one leading to the yard. Just sayin’.

Call 311 and give them the scoop. Tell them you’d like to see someone.
