City Cars

Travelling to MDW the other night and Ald. Burke passes me on the Stevenson. City car with I'll assume city employee at the wheel. How come and how many others in Council have city cars and drivers? I would guess Ed had Orange line stop close to his house. In times of City budget crunch seems like CTA pass has to be less than car and driver.
