Any validity to this? (H2O-->HHO power)

Iceland has an abundance of hydropower and electricity costs are incredibly cheap there. Thirty years ago when I was there, the Isal aluminum plant was importing its bauxite from Australia. They bragged they could buy Aussie bauxite, ship it all the way to Iceland, refine it into aluminum, ship the billets back to Australia and sell them cheaper than the Aussies could refine it themselves. Given that I imagine they’re more interested in electrolysis than reforming CH[sub]4[/sub].
