There are plenty of countries pegged officially or unofficially to the USD but trade in local currencies. For example, Hong Kong has a currency board system trades Hong Kong dollars at a fixed rate of HKD7.78=1USD.

You’ve got other countries like China which has a non convertible currency. However, the Chinese RMB has been pegged to the USD for quite a number of years. rmb8.28=usd1

Neither HK nor China take USD as a standard currency. You can get away with using USD in some places but you’ll get a crappy rate and these would be much the exception rather than the rule.
