They do the same thing in Southern Spain, but in a manner way less organized than they apparently do it in Thailand. In the older parts of most cities, there are no parking spaces or parking lots. You just wedge your car wherever it will fit on the street and then leave it in neutral. Homeless people hang around the parked cars, and they push blocking cars out of the way when needed. It’s common to tip them for this service!
Nitpick- One thing I love about Jay Leno is that, unlike many car collectors, he actually drives most of the cars in his collection.
