Where does the water pressure in my house come from?

This is hijacking the thread somewhat, but I wonder why North American utilities do this. In Germany, municipal water is stringently controlled but rarely chlorinated, and they seem to do just fine.

The ones on top of buildings are for the buildings water system and are not a part of the city water system. This would be an apple and orange thing. I live in San Jose Ca and know of only one location where there are tanks.
