I don't know the specifics of the episode, but using an emulator to play games isn't illegal or even a no-no if you are playing a licensed copy. The only purpose of the emulator is to allow the user to play a game on a different platform. Steam has a ton of old games available for purchase and play that require an emulator (DOS Box).
