This game was on its own website. There was piano music playing while the user turned tiles to complete a schematic. Water or electric I can't remember just that the goal was to complete the circuit.
It was very soothing to me years ago for reasons. For reasons, I should like to locate it again.

If there was water involved, the game was likely a clone of Pipe Dream, AKA Pipe Mania.
