The Commissioner is awaiting details of the Crown Heights shooting. It is not yet clear if there was only one killer.

Five people shot and killed in this one. It's in a neighborhood adjacent to mine, very safe. Crime is usually the garage break in and retail theft type stuff.

Because he is the one who does the count and is the referee of whether or not an incident qualifies.

Upon further review #71 will be disallowed as the killers seems to have been killed by the police, rather than by his own hand.
