To what extent did the Roman army remove Jews from Jerusalem after the AD 70 rebellion?


"Pax Romana" by Adrian Goldsworthy states:

"The Jewish population was not removed from Judaea after the rebellions, although losses were terrible and some went abroad. Galilee remained openly Jewish, especially in the countryside.."

My question is regarding the Jews who left Jerusalem. Were they forced out (as I've often read) or did they leave voluntarily. I've read in some sources that since they had no temple to worship. How much of this information is simplistic or false?
